PackUK Operational Plan 2026/27: UK Packaging EPR Update

PackUK has published its operational plan for the 2026/27 year, which sets out how the UK Packaging EPR system will be managed in its second year. The plan outlines measures to improve the accuracy and consistency of the data submitted by producers. Structured processes for fee setting and recalculations will be introduced, including defined timetables for local authority data updates and revisions to producer obligations. These measures are intended to provide greater predictability for businesses.

Recyclability will be factored into fee calculations through the continued rollout of the Recyclability Assessment Methodology (RAM). Eco-modulated fees will be fully implemented in 2026/27, making the choice of packaging materials a direct influence on costs.

A Producer Responsibility Organisation (PRO) is expected to be appointed during 2026 to take on industry-facing responsibilities within the EPR system. PackUK will continue to develop its digital service, which producers use to submit data, confirm tonnages, and receive fee calculations. The digital system will remain central to interactions between businesses and the EPR scheme.

UKFT will monitor updates to the operational plan and will update its EPR guides accordingly to reflect any changes that may affect members.
