EU to introduce €2 handling fee on online purchases from 1 November

From 1 November 2026, the EU will introduce a €2 Union handling fee per distinct commodity (customs declaration line) for online purchases imported from outside the EU, regardless of the value of the consignment.

The fee will apply separately from and in addition to the €3 customs duty per distinct commodity, introduced on 1 July 2026 for consignments valued at €150 or less. Both charges are calculated by distinct commodity, rather than by the number of individual physical items in a consignment.

From 1 November 2026, Product Identifiers (PIDs) will also be required for goods sold through distance sales and imported into the EU, regardless of consignment value. PIDs will help customs authorities improve product traceability and identify potentially unsafe or non-compliant goods.
