EU Packaging and Packaging Waste Regulation (PPWR)

UKFT outlines the key considerations of the EU Packaging and Packaging Waste Regulation (PPWR) for UK fashion and textile businesses.On 11 February 2025, the European Union (EU) introduced the Packaging and Packaging Waste Regulation (PPWR), aiming to enhance sustainability within the packaging sector. This regulation seeks to minimise packaging waste, reduce the use of primary raw materials, and promote a circular economy across EU member states. This regulation was adopted/entered into force on 11 February but will not come into full effect until1 January 2026which is when businesses will be expected to be compliant.Applicability to UK-based businesses:Post-Brexit, the UK is no longer an EU member state; however, UK businesses exporting goods to the EU are still subject to EU regulations affecting their products within the EU market. The PPWR applies to all packaging placed on the EU market, including that imported from non-EU countries like the UK. Therefore, UK businesses exporting packaged goods to the EU must comply with the PPWR to ensure their products meet EU market requirements.Key considerations for UK businesses:Extended Producer Responsibility (EPR):The PPWR establishes harmonised EPR obligations across the EU, requiring producers to report on the packaging they place on the EU market and adhere to criteria for fee modulation.National Packaging EPR schemes will be in place until the PPWR is fully implemented in each member state by 1 January 2026.Packaging reduction targets:By1 January 2030, manufacturers and importers must design packaging to minimise weight and volume, ensuring functionality is maintained.Prohibited packaging types:The regulation bans certain packaging types by 2030 (mainly single-use packaging), necessitating a review of packaging materials and designs to ensure compliance.Reporting and compliance:Businesses must stay informed about EU-wide EPR rules and criteria for fee modulation, as set by the European Commission, to ensure accurate reporting and fee payments.UKFT will release further guidance regarding the EU harmonised Packaging EPR Scheme as the implementation develops.UKFT membersIf you are a UKFT member with questions, get in touch atinfo@ukft.orgFor details on how to become a member, visitwww.ukft.org/membership
