California appoints Landbell USA to implement textile EPR scheme

The California Department of Resources Recycling and Recovery (CalRecycle) approved Landbell USA as the Producer Responsibility Organization (PRO) for the state’s textile Extended Producer Responsibility (EPR) programme under the Responsible Textile Recovery Act of 2024 (SB 707) on 27 February 2026.

The law establishes the first mandatory textile EPR framework in California, requiring producers selling textile products in scope in the state to fund the collection, repair, reuse and recycling of those products.

As the designated PRO, Landbell USA will develop and implement the programme’s stewardship plan, coordinate textile collection and recovery systems, maintain a register of obligated producers, and report on the scheme’s performance to CalRecycle.

Producers selling textile products in scope in California should join the approved PRO by 1 July 2026.

UKFT will continue to monitor the rollout of California’s textile EPR programme and update guidance for members as international producer responsibility frameworks evolve.
