UKFT update on new arrangements for moving goods from Great Britain to Northern Ireland (Windsor Framework)

UKFT has produced an update for UK fashion and textile businesses on the new arrangements for moving goods from Great Britain to Northern Ireland under the Windsor Framework, introduced on 1 May 2025. These changes aim to streamline processes and facilitate smoother trade while ensuring compliance.

Simplified processes for ‘Not at Risk’ goods

  • Businesses can now use a simplified dataset known as Internal Market Movement Information when moving goods classified as ‘not at risk’ of entering the EU. This is supported by the Trader Goods Profile.
  • The Entry in Declarant’s Records (EIDR) process can be used alongside UK Internal Market Scheme (UKIMS) authorisation.

UKIMS authorisation

  • To access these simplified processes, businesses need UKIMS authorisation. This allows goods intended for sale or final use by end consumers in Northern Ireland or Great Britain to be declared as ‘not at risk’.

Parcel movements:

  • Business-to-Business (B2B): Requires information submission to the Customs Declaration Service (CDS). Parcel carriers may handle this as part of their service.
  • Business-to-Consumer (B2C): No individual customs declarations are needed for goods sent to consumers for personal use. No duty is payable, and standard consumer data is collected by the carrier.
