UK government consultation on reforming the customs treatment of low-value imports (de minimis)

The UK Government has opened a consultation to gather business feedback on proposed changes to the customs treatment of low-value imports (under £135). This could potentially align with the EU’s decision to remove the EU de minimis.

Currently, duty relief for these goods could be removed by March 2029 at the latest, with a new system potentially replacing it. Proposals include introducing a dedicated low-value import process, potential administrative fees, and changes to how and when duties and VAT are collected.

The consultation is open until 6 March 2026. UKFT encourages members to review the proposals and share feedback so we can reflect additional industry views. Full details and response options are available on GOV.UK.

UKFT has advised the government that it is in the best interest of the UK fashion and textile industry for the UK’s low-value import regime to be broadly in line with what is expected in the EU. We have suggested that the government either remove or reduce the current exemption figure (between £0 and £40). Given that the UK has a well-organised customs procedure and regime in place, there is no justification for a de minimis exception.
