UK Government publishes guidance on packaging EPR notices of liability

The UK Government and PackUK have published official guidance on “Extended producer responsibility for packaging: notice of liability” (23 March 2026), explaining how producers are formally notified of their statutory obligations under the UK’s Extended Producer Responsibility (EPR) scheme.

Notices of liability are the primary mechanism for enforcing EPR obligations and ensure producers understand the waste disposal fees they must pay for packaging placed on the UK market.
