French draft law on reducing the environmental impact of the textile sector

The new UKFT guide to French Decree on the Environmental Regulation of the Textile Sector and Ultra-Fast Fashion Practices is available now, exclusively for UKFT members.
On 10 June 2025, the French Senate voted to adopt new legislation aimed at reducing the environmental impact of the textile sector. The full text of the law is available here.
The law is currently undergoing its notification period with the European Commission under TRIS reference 2024/270/F. While the law has officially entered into force, several key provisions remain inactive and will only become enforceable once the French government publishes the necessary implementing decrees.
Provisions currently active in France
- Production Origin Display Online – clothing retailers must clearly display the country of production next to the product price.
- Environmental Cost Disclosure (Voluntary) – Brands may choose to display the environmental cost of their products. UKFT has prepared a guidance document to support members with this practice.
- Advertising Restrictions (Effective 1 January 2026) – A ban on advertising and influencer promotion of ultra express fashion will come into effect. Remaining advertising must promote responsible consumption.
- Small Parcel Tax – A tax of €2–€4 applies to parcels under 2kg shipped from outside the EU to customers in France. This applies to platforms and marketplaces operating outside the EU.
Provisions awaiting implementing decrees
- Definition of Ultra Express Fashion – Thresholds for product volume and repair incentive ratios are yet to be defined.
- Mandatory Sustainability Messaging – Content and format of required messaging will be determined by ADEME, the French environmental agency.
- Extended Producer Responsibility (EPR) – Fee Modulation Penalties ranging from €5 to €10 per item will be introduced, with implementation pending further decrees and updates to producer responsibility organisation (PRO) operations.
