EU Council approves de minimis customs changes (UKFT member guide available)

On 11 February 2026, the EU Council formally approved new customs duty rules affecting low-value shipments entering the European Union.

Under the new framework, customs duties will apply to goods valued at less than €150 by 2028, removing the current EU de minimis exemption for low-value consignments.

As an interim measure, a temporary flat fee will be introduced for parcels valued below €150 from 1 July 2026 until 1 July 2028.

UKFT members can request the UKFT Guide to the Removal of the EU De Minimis Exemption, which provides detailed clarification on how the temporary flat fee will be applied to small parcels and goods.
