UKFT guide to the end of EU De Minimis rule

17/11/2025

UKFT has published a guide to the end of the EU de minimis rule and what it means for UK fashion and textile businesses, which is available exclusively for UKFT members.

The EU is set to end its exemption from customs charges for goods valued below EUR 150 as early as 2026. This follows the planned end of the De Minimis exemption for goods under US$800 in the United States in August 2025.

The objective is to stem the influx of small parcels entering the EU on which EU import duty and import VAT are not currently paid.

Once approved, the EU changes will impact all companies currently using the EU’s De Minimis rules to ship goods to the EU as well as the EU Import One Stop Shop (IOSS) which will be radically transformed or removed.

The guide outlines:

  • What is changing in the EU, why and when
  • What is expected from a temporary scheme from 2026 to 2028
  • What is expected from a new permanent scheme from 2028 onwards
  • The latest developments on the UK’s de minimis scheme
