Selling to the Netherlands? Textile EPR compliance actions and fee update

Are you selling textile goods direct to consumers in the Netherlands? UKFT has been notified that market surveillance checks are being conducted by Dutch authorities and any traders selling to or in the Netherlands not meeting their EPR for textiles obligations are being identified and contacted. Enforcement action and penalties for non-compliance will be taken by the Dutch authorities against companies in breach of their legislative obligations. If you receive a notification, please take action to respond.

The Dutch Extended Producer Responsibility for textiles scheme has been in force from 01 July 2023. UKFT members can request the UKFT guide to global EPR schemes which provides full details of the scheme. Contact info@ukft.org to access.

If you are selling textiles goods within the scope of the scheme direct to Dutch consumers and you are not yet registered to participate in the Dutch scheme, please register with a Dutch PRO organisation, (UKFT recommends the main sectoral PRO, Stichting), declare the textile product weight placed on the market and meet the obligations of the legislation.

If you are selling wholesale to the Netherlands, your wholesale customer or distributor is responsible for meeting the Dutch textile EPR regulations.

There is no threshold for obligation in terms of business turnover or the number of goods placed on the Dutch market.

Update to fee structure

We have been notified by Modint, the Dutch trade association for fashion, interior design carpets and textiles, that fees for the Dutch EPR for textiles scheme will apply from mid-2025, not 2024 as previously advised. Companies registered with a Dutch PRO, must submit the estimated weight of textiles expected to be placed on the Dutch market. Adjustments to submitted figures will be made in the following year ie 2026 with an invoice to follow. The indicated fee structure is €0.12 per kilogram for 2025.
