UK Packaging EPR: Understand the latest update

The UK Extended Producer Responsibility (EPR) intends to shift the responsibility of household packaging from the taxpayer to the business placing it on the market.
UK businesses with a turnover over £1 million and placing over 25 tonnes of household packaging to the UK market must comply. Producers had an obligation to report their full set of 2023 household packaging data by 1 April 2024 and may face enforcement action if they failed to do so by 31 May 2024. The next deadline for reporting 6 months of 2024 household packaging data is 1 October 2024. The data is collected and reported in tonnes. The EPR fees will be per tonne.
Illustrative fees have been published for 2025/2026 for aluminium, fibre-based composites, paper or board, plastic, steel, wood, glass and other. These fees are subject to change. It has also been confirmed that modulated fees will be introduced in 2026 where packaging materials with a lower environmental impact will have lower fees.
